Every night at 9pm (server time) Windle walks around lighting the street lights in Dalaran. It's a nice fluffy event, I suppose it'll do well on RP servers.
However he doesn't go into the commerical district or around the monument next to the "horde" bank. But you can! After he's finished his rounds he stands to the left of Applebough and sells [Windle's Lighter].
With this you can go and wand the other lights and turn them on. They seem to stay on all night then.
